The Central Committee of the Communist Party of China and Ministry of Education jointly released the No.(2009)47 Documents, in which made a determination the Fudan University and other 13 colleges and universities for the First national cadre education and training base.

The Central Committee of the Communist Party of China and Ministry of Education jointly released the No.(2009)47 Documents, in which made a determination the Fudan University and other 13 colleges and universities for the First national cadre education and training base.

The program is a joint commitment between Chinese government and Singaporean government since 2016. Authorized by the State Council and the Department of Education, the program is organized by SIRPA to facilitate the communication between the cadres and civil servants of the two countries.

Each year, around ten Singaporean civil servants, company employees participated in the program, building up social network with Chinese government public officers from a variety of professional fields.
