The Executive Training Program for Senior Civil Servants of The Socialist Republic of VietNam

In July and November 2025, SIRPA at Fudan University hosted three sessions of the "The Executive Training Program for Senior Civil Servants of The Socialist Republic of Viet Nam". A total of 71 senior Vietnamese government officials and relevant staff members participated, representing departments including the Hanoi People's Committee, Department of Construction, Department of Planning and Architecture, Department of Industry and Trade, and Department of Agriculture and Environment. The training program focused on “Planning, Administration, Investment, Construction, and Development Management of Modern Green Smart Cities” and "Leadership and Knowledge Enhancement: Urban Management from the Perspective of National Governance in Shanghai, Green and Smart Modern Urban Development, Construction Order Management, Land and Environmental Management, and Digital Transformation." The curriculum featured specialized courses covering economic and social development planning, smart city governance, data industry policy, emergency management systems, and local collaborative governance. Participants also visited the Shanghai Urban Planning Exhibition Center, the Shanghai People's City Practice Exhibition Hall, the Yangpu District Administrative Service Center, and Wujiaochang Subdistrict.

Combining classroom instruction with field visits, this program enabled participants to gain in-depth insights into China's experiences in urban governance, public services, and social development. It deepened Sino-Vietnamese exchanges on public governance and urban development, further expanding the School's brand influence in international civil servant training and its regional cooperation network. This training program represents a key initiative by the School of Public Administration in serving China's neighborhood diplomacy and local cooperation. Its curriculum, centered on modernizing urban governance and strengthening public management capacity, showcased China's experiences in institutional innovation within urban governance systems, providing a platform for practical Sino-Vietnamese cooperation in governance.
